Pres. Duterte to Sign Executive Order Dissolving NIR

President Rodrigo Duterte is set to sign an Executive Order dissolving Negros Island Region (NIR) anytime soon, according to Department of Budget and Management secretary Benjamin Diokno.


In an interview with the press in MalacaƱang Palace, Diokno said that the decision to abolish NIR was finalized during the Cabinet meeting on October 3.

Funds intended for the creation of NIR are reportedly not included in the proposed 2017 national budget.

Diokno admitted that it was he who told President Duterte that the budget for NIR would cost the government around 19 billion.

"When we came in, I was confronted with a P19-billion request by various agencies for that new region. I said, that's not affordable, we have other priorities," he was quoted by Rappler.

Diokno said that President Duterte talked to the local officials of NIR. However, he was more convinced that the two-province region would be too costly.

Negros Occidental is part of Western Visayas or Region VI, while Negros Oriental is part of Central Visayas or Region VII.

On May 29, 2015, former President Benigno "Noynoy" Aquino signed an Executive Order to create the NIR upon the endorsement of former Interior secretary and presidential candidate Mar Roxas.

Presidential Assistant for the Visayas Michael Lloyd Dino earlier confirmed reports that the present administration is eyeing to dissolve NIR due to "budget constraints."

Dino also said that it the dissolution is possible since the conversion of two adjacent provinces into NIR was not yet fully implemented.
